CHANDIGARH – In a significant move to bolster the financial security of the state’s workforce, the Haryana Government’s Labour Department has officially notified a revision of minimum wage rates across all scheduled employments. Exercising powers under the Code on Wages, 2019, the Governor of Haryana approved the new pay scales following recommendations from a specialized advisory committee.
The revised rates, which take effect retroactively from April 1, 2026, represent the first major overhaul of the state’s basic wage structure since October 2015.
New Wage Structure at a Glance

The notification outlines a clear four-tier wage system based on the skill level of the employee:

Key Protections and Rules
The 2026 notification introduces several critical mandates to ensure these benefits reach every worker:
- No Component Segregation: Employers are strictly prohibited from splitting these basic minimum rates into various allowances to meet the legal threshold.
- Inflation Neutralization: The policy guarantees 100% neutralization of fluctuations in the Consumer Price Index (CPI), ensuring that purchasing power is maintained as living costs rise.
- Gender Pay Equality: The government has explicitly stated there shall be no wage disparity between men and women performing the same roles.
- Contractor Accountability: For workers employed through third-party service providers, the “Principal Employer” or occupier will be held personally responsible for ensuring full payment of these revised rates.
- Calculation Standards: Daily wages are to be calculated by dividing the monthly rate by 26 days.
Training and Apprenticeship
The government has also clarified pay for those in learning roles. Trainees must receive at least 75% of the category’s wage, but this amount cannot fall below the Unskilled floor of ₹15,220.71. The training period is capped at one year.
This move is expected to impact thousands of workers across factories, construction sites, and commercial establishments throughout Haryana, marking a pivotal step in the state’s labor welfare agenda for 2026.
