India Emerging as an ‘Indispensable’ Partner for Europe Ahead of Key Summit

Days before the European Union’s top leadership arrives in India for Republic Day celebrations and the 16th EU-India Summit on January 27, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas has outlined what Brussels sees as a decisive turning point in relations with New Delhi.

Speaking in the European Parliament on Wednesday, Kallas said India is becoming “indispensable” to Europe’s economic resilience, underlining the EU’s readiness to advance a far-reaching partnership covering trade, security, technology and people-to-people engagement. Her remarks come as both sides intensify preparations for the summit, which is expected to yield multiple concrete outcomes.

Describing the upcoming meeting as a “pivotal moment”, Kallas said the EU and India are drawing closer at a time when the global rules-based order faces pressure from conflict, coercion and economic fragmentation. “Two major democracies cannot afford to hesitate,” she told lawmakers, stressing a shared responsibility to uphold international law, the UN Charter and an effective multilateral system suited to today’s challenges.

A central outcome of the summit will be the adoption of a new, comprehensive EU-India strategic agenda that will guide the partnership until 2030. Kallas emphasised that leaders aim to go beyond declarations and approve “concrete deliverables” to move the relationship “from words to actions.”

One of the most closely watched elements is progress on the long-pending EU-India Free Trade Agreement. According to Kallas, the proposed deal could unlock market access, ease trade barriers and strengthen critical supply chains, particularly in clean technologies, pharmaceuticals and semiconductors — sectors that have gained strategic importance amid global disruptions.

Security cooperation will also feature prominently. The EU has agreed to move ahead with the signing of a new EU-India Security and Defence Partnership, which Kallas said she looks forward to formalising in New Delhi. The agreement is expected to deepen collaboration on maritime security, counterterrorism and cyber-defence, alongside negotiations on a security of information arrangement. “In a more dangerous world, we will both gain from working closer together,” she said.

Another key initiative is a proposed memorandum of understanding on mobility, aimed at facilitating the movement of students, researchers, seasonal workers and skilled professionals. The framework is also expected to enhance cooperation in research and innovation, which both sides see as critical to long-term competitiveness.

Highlighting the economic dimension, Kallas noted that the EU is already among India’s largest trading partners, while India is fast becoming a cornerstone of Europe’s economic resilience. She pointed to the clean energy and climate partnership, which links climate goals with industrial competitiveness through collaboration in renewables, green hydrogen and sustainable manufacturing.

On technology and security, the EU-India Trade and Technology Council is shaping cooperation in areas such as artificial intelligence, semiconductors, cybersecurity and digital infrastructure. The objective, Kallas said, is “to embed trusted standards that shape global markets rather than to react to them.”

She also underlined the Indo-Pacific dimension of the partnership, saying Europe and India can jointly support stability by protecting open sea lanes, enhancing maritime awareness and resisting coercion “in all of its forms.”

While acknowledging that negotiations on the joint statement and strategic agenda have not been without challenges, Kallas said preparations have remained focused and constructive. As New Delhi prepares to host EU leaders for Republic Day and the summit, the message from Brussels is clear: India’s role in Europe’s strategic, economic and security thinking is no longer just important — it is indispensable.
