During her speech at the Munich Security Conference in Germany, Vice President Kamala Harris declared that the United States has concluded that the Russian military is engaging in crimes against humanity through its invasion of Ukraine. Her announcement was made on Saturday.
“The United States has formally determined that Russia has committed crimes against humanity,” Harris said.

“From the starting days of this unprovoked war, we have witnessed Russian forces engage in horrendous atrocities and war crimes. Their actions are an assault on our common values, an attack on our common humanity,” Kamala said.
Upon her arrival in Munich on Thursday morning, Vice President Harris was welcomed by Markus Söder, the Minister-President of Bavaria.
The conference, which is taking place from February 17-19, is aimed at bringing together global leaders to deliberate on critical international security matters, such as the ongoing conflict in Ukraine.

“And let us be clear. Russian forces have pursued a wide spread and systemic attack against a civilian population,” she continued. “Gruesome acts of murder, torture, rape and deportation. Executions, killings, beatings and electrocution. Russian authorities have forcibly deported hundreds of thousands of people from Ukraine to Russia, including children.”
The Munich Security Report, which was made public on February 13, features “exclusive data and graphics” concerning present security policy concerns, with a particular focus on authoritarian regimes worldwide, as demonstrated by Russia’s aggression in Ukraine.
In her address, Vice President Harris drew upon her previous experience as a prosecutor in California, stating that her career had equipped her with an understanding of criminal cases and the process of proving guilt.
“Long before I was vice president of the United States, I spent the majority of my career as a prosecutor, beginning as a young lawyer in the courtroom and later running the California Department of Justice,” Kamala Harris said.
She continued, “I know firsthand the importance of gathering facts and holding them up against the law. In the case of Russia’s actions in Ukraine, we have examined the evidence. We know the legal standards. And there is no doubt these are crimes against humanity.”
